How to activate a second hand Reliance phone (Rd2030)?

me have a doubt with my RD2030;

me got a 2nd hand rd2030,want 2 get new life time connection(GSK 149)
RIM web world says its not possible
as dialing *228 getting reply that "your phone could not be activated"
and while checking RSN not getting the required reply.
what I have to do sir?
CAN U HELP ME????

U can provide the earlier mobile number in use & get the handset released.
Maybe it was locked during system transfer - it is the 'Webworld' way of looto-fy unsuspecting Customers.
But Customers start suspecting them more after getting the right resolution from 'the outside world'.

As asked by Mukesh, provide both RSN & earlier mobile number.
