wanted android phone within a budget of Rs 8000-10000 Prefrebly with RUIM. IF without ruim then with EVDO configured. Is this possible?

Android in CDMA @ 10K - NONE AVAILABLE at the moment 
Alternatively, if you are in for android os and dont mind GSM try Samsung I5700 Galaxy Spica. You have to stretch your budget a bit as it comes @ 12k. OR huawei recently launched the super cheap android phones U8500 and U8300 which is well below 10k. Acer u110 beTouch comes @ 9k in India.

You can not have your wish at the moment.
But there is a possible work around, though very clumsy.
Get TATA mobile EVDO wifi router and link with any android based device on wifi.
