even I have the same problem,

0 = D

This problem happens only when I am in other places other than my home network i.e Hyderabad.

Recently had been to other districts of Andhra Pradesh, where I faced the similar problem.

Earlier had noticed this problem in Nagpur and Mangalore...

I want to reiterate the question once again: Is there any option of SMS delivery notification in Android? If yes, how to activate it?

However, I never faced the 0=D problem.

Chinese ROM on Incredible 2 has inbuilt option for SMS delivery report.

For other phones most custom ROM have option for sms delivery report. I was using it on Droid 2 & now using it on Droid 3.

Its surprising that you have never faced SMS incoming 0 = D issue

Chinese ROM on Incredible 2 has inbuilt option for SMS delivery report.

Oh yes, I found that on my Incredible2.

But what about Fascinate? Why this is not a default option on android? Even cheap phones have SMS delivery option as a default feature.

You can use a third party app like go sms pro or handcent and get the option if there is no default option for delivery reports.
