Answers for all your questions are YES.

On reliance you may not be able to use R WORLD and MMS if handset is from other service provider.

Reliance does not give RUIM separately. It gives these RUIM cards only with the purchase of RUIM enabled handsets. So to get a RUIM, you have to buy a Nokia 6265.

Correct me if I am wrong.

Yes, R-UIM slot enabled CDMA handsets can work with the R-UIM cards supplied by Reliance. I belive Ashok Karkera is already using Reliance on his Chineese Nokia 6275i  And yes, R-World won't be there, anyway who wants it :P

will wap work on such handsets?

I mean we have at least two handsets that have minibrowsers (6255 and 6235) but it can not be used because it is not allowed by reliance.

Now say if I get a RUIM enabled handset from abroad and then I am not able to use wap on it?

What use will an imported handset be if I can not access net on it?

Can someone clarify?

Network connection on any handset appears to be controlled by SHARED SECRET (Known as SSD_A and SSD_ :P When I changed SSD key in my 6155, it could not connect to WAP or PPP. If how SSD key is calculated is known I think WAP can be used on any handset.

Right now I have RUIM but do not have RUIM handset, so I am unable to conduct any trials. I will post any findings If I get RUIM handset.

I'm not sure of WAP... but if you are buying a R-UIM slot enabled CDMA Smartphone, you should be able to use its full fledged browser through Net Connect (R-Connect).

RUIM cards are available in many places now. RUIM cards come with a connection as far as I know. So transferring a number may not be possible. My friends in Mumbai and Vadodara have reported it as available in their places and is available for just Rs.50 only.
