MOEF Certificate for Customs Clearance - Importing Used Mobile Phone

Hello members, I needed some help/suggestion here on a situation I am stuck with customs clearance. Here is the story: I bought a used phone on ebay from USA and shipped it using HSG (HopShopGo) last week. The shipment reached Bangalore and is now stuck at customs with reason saying they need a MOEF certificate. The phone is for personal use. HSG guys are not giving any clear information or next steps. Can anyone here let me know if you have faced such situation or provide any guidance to get this sorted? -
A young guy in my neighborhood asked me to suggest android mobile within 3.5k and i did so much online research and found few options. 1> Magicon Q50 2> Micromax bolt A58 3> lenovo A269i please suggest which is the best option among 3 or you can suggest some other option too but within budget. his basic requirements are big display, 2g internet, wifi, whatsapp, facebook, general browsing and occasional audio - video. i have no experience with above 3 brands and cant decide so please pour in your valuable suggestion.
