Way back in 2007, TRAI abolished roaming rental and fixed roaming charges ceiling at Rs.1(incoming)/1(outgoing-local)/1.5(outgoing-STD). While arriving at those ceiling rates, TRAI used a cost component called "incremental cost for roaming charges". Now, in this consultation, that component has already gone in as sub-cost of IUC(Interconnect Usage Charges), so TRAI is asking the stakeholders whether for calculating roaming charges ceiling during the current consultation can that component be excluded. Suppose, if we assume roaming charges ceiling will get reduced to Rs.0.5/0.5/0.6 as an outcome of this consultation even with that component included then If answered yes by majority stakeholders, Roaming charges ceiling will further get reduced(say Rs.0.4/0.4/0.5) due to that component's exclusion.....

There are answers for some of your questions. Kim Davy is anti-left pro-western social activist who was working against communists in WB then and hence he was hired by the central govt for this operation. Kim Davy attacks communists in WB since he claims he has lost many friends(social workers) due to communist hooliganism then. According to Kim Davy, it was the only viable attempt to save the people of WB from communists then. Central govt purposely send the information to state govt through registered post in order to ensure it reaches state govt after the incidence. As a matter of fact, it took 1 week for that mail to reach Kolkata from Delhi. CBI was hand in glove in this incident. Their statements are totally unreliable. PAC could have really recommended best practices for the future governments and CAG. Everything in CAG report was taken as gospels rather than questioning the way it was arrived at. If PAC has to come out with any report, it's necessary that Joshi is immediately replaced for the nation's interest. It looks like Joshi is obnoxious weed by the way he indicted Raja even without questioning him once. It's just unjust. It's better for media and polity not to even waste a single moment of time on this political Joshi report.

This issue is much terrible than any issues at the present age. The truth must come out. Congress & BJP must be brought to their knees for such an anti-democratic move. I didn't follow your statement completely. I presume that you've exhausted all the options of customer care --> Nodal officer --> Appellate authority in sequence and not dumbing all at once. (If you approach Appellate Authority without giving time(2-3 days) for Nodal officer your case will get rejected. Similarly if you approach Nodal Officer without giving time(2-3 days) for customer care your case will get rejected.) If yes, wait for a month for response or resolution without response.

But I feel the problem of broadband is mainly related to the cost of computer/laptop. A rural folk just cannot offer to shell out Rs. 20,000 so easily..... Another bigger issue is availability of content in regional languages... Unless otherwise the content becomes vernacular, broadband will remain premium service and not basic service.

I don't think it's going to have much impact in WB polls or it has to do with WB polls. Somebody in Indian Govt suddenly(after sleeping for 15 years) wants to extradite Kim Davy and hence the issue exploded. The issue is much larger and dangerous than passing events like polls & Govts. It's one of the conspiracies against elected Govts of the state by ruling Govt in the center. We never know how many such attempts have succeeded and gone unnoticed......It's a shame..... Auction for 2G is atrocious even in its concept. Auction has killed the pricing and competition in 3G already. On the whole planet, we've astronomical 3G pricing that too when our 2G pricing is the world's lowest. I don't understand why these panel members don't evaluate the reality which is directly visible. :angry: :mad44: Govt can de-link and charge 2G spectrum at the price which will provide correct socio-economic balance but auctioning is no go......... Auctioning will only help to hoard spectrum and promote looters to loot further and it'll kill new players and decimate competition. If some players have huge money at their disposal, let them philanthropically donate it to national exchequer. Why do they want to loot further by not allowing new players to exist by showing money muscle in auction at the cost of poor Indian's service afford ability?

What is Accounting Separation? Separation of overall revenue of an operator service-wise like SMS, Voice, VAS, Internet, Active & Passive Infrastructure sharing etc., Why it's needed by TRAI? To analyse the sectoral growth by service-wise although license is universal. To identify the non capital intensive more revenue generating services on which levy can be applied so that revenue to Govt. can be maximized without affecting growth. To identify germinating cartels and make remedial measures In earlier days, reporting to TRAI/DoT were based on overall revenue which leads to the situation where operators shifts their majority of their revenue to services which attracts less levy. To avoid such reporting, TRAI has recommended to DoT for uniform fee across services but it's still awaiting the clearance from DoT. Why TRAI wants to review the system now? (1) Current system is decade old (2) There have been tremendous growth from the time the current system was framed both in terms of subscriber-wise and service-wise (3) Emerging complexity due to imminent convergence of broadcasting and telecommunication domains (4) Emerging complexity due to imminent migration to NGN (5) Tremendous growth in number of operators when Telecom operators, NLD operators, ILD operators, ISPs, Broadcasters, DTH operators, MSOs, Cable operators, DTH operators, IPTV operators treated together (6)Ongoing Transition of financial reporting of Indian corporates from old Indian GAAP to IFRS. (7) Sub-segmentation of original service providers' functions like Infrastructure Provision (initially passive and now active). Almost all service providers have hived off their infrastructure business as separate unit. TRAI has always strive hard to promote competition in any set of operators. But due to emergence of new sub-segments like infrastructure and so on, the anti-competitiveness has crept into new sub-segments. What is the use of having 12 operators in a circle if they're sharing only 4-5 Infrastructure providers' passive and active elements? Obviously those 4-5 Infrastructure Providers can control the entire industry's pricing. What is the use of having 12 operators when only 1-2 mobile TV distributors (like Apalya) is available in the market? Obviously those 1-2 distributors will control the cost of the service.
