Actually its not to blame Mtnl the real culpritis is vsnl with its monoplistic practices it try to block all the bandwidth allowed in India. Do you know that a t1 line still cost 1million$ from mumbai_singapore where as you could get singapore-LosAngeles(three time the distance) at tenth price or even below that. But hope after the completion of falconn line by flag(Reliance) and order of entry to landing station of vsnl(mumbai)by international authorities may heat up the competetion As wholesale bandwidth prices drop retail will all not far.
