The Hindu Business Line - August 29, 2004 IN July 2004, CDMA mobile services in the country grew 3.43 per cent in subscriber base, while GSM mobile services grew 4.7 per cent. CDMA's growth was on a smaller base of 8.068 million (June 2004), while GSM's growth was on a much larger base, of 29.205 million. As at end July, CDMA services had 8.346 million customers, while GSM services had 30.593 million users. If they continue to average these monthly rates going ahead as well, CDMA services will never ever catch up with GSM services in the country, points out a senior official with BSNL (which is operator for both technologies). Although a uniform access licence means that CDMA and GSM mobile technologies are on par as far as the Indian regulations are concerned, do some inherent differences in the technologies mean that one of them has an edge over the other? Statistics from the Web sites of the technology associations show that the global CDMA mobile base as of March 2004 was 200 million, while the GSM's was more than five times as much at 1045 million. Firstly, there are fewer countries who have adopted CDMA technology, said Mr Sandip Basu, President and CEO, BPL Mobile, a GSM player. "True mobility is the GSM forte. In the US, the move is towards uprooting CDMA and getting GSM going. The whole of Europe is GSM. It is only in Ghana, Iraq, Korea and Japan that you find CDMA networks. China is like India, it has both GSM and CDMA." "The fact that there is no handset portability, as well as true roaming, is the chief disadvantage of the technology," he said. "GSM moreover has open standards and not proprietary standards where the source code is closed," said Mr T.V. Ramachandran, Secretary General of the Cellular Operators Association of India, which represents GSM players. CDMA players insist that theirs is the better technology that makes better use of spectrum, and is better suited to data usage. "As far as the user is concerned, it has more to do with the type of services offered and how the mobile carriers differentiate their services. What adds significance is the level of support in terms of better network coverage, call quality, superior completion rates and so on," said Ms Kobita Desai, Principal Analyst, Telecom, Gartner India. "As such both technologies have their own space and can co-exist and complement each other." However, GSM has been around much longer, she adds: "Because of its incumbency nature, which gives it the first mover advantage, GSM continues, and probably will continue to be the number one technology. We don't believe CDMA will overtake GSM in India either, at least in the next five years that form our forecast period." "One must also recognise the fact that there are only two CDMA carriers (Reliance Infocomm and Tata Teleservices being the active ones) but three or four GSM carriers in each operational area."

Tumbling cellular tariffs have not only woken up the ‘aam aadmi’ (common man) but have also redrawn the over 20-million pre-paid subscriber landscape. After a year of fragile peace on the tariff front, Reliance Infocomm’s (RIM) recent drive in the pre-paid cellular market actually resulted in its rates falling by just 4 per cent (as per cost to customer) in the popular denomination pack of Rs 324. That has forced rival operators to slash price between 9 per cent and 20 per cent(see chart). But the real impact stems from Reliance’s decision to slash tariff by 47 per cent for RIM to RIM. The initiative allows Reliance’s over 2 million pre-paid customers to access the company’s eco-system of over 8 million subscribers for just Re 0.99 per minute. Bharti has proposed to confront the Reliance move, by nurturing its own family of over 8 million with a similar tariff (60 per cent cut)— and in the process, has broken ranks with its GSM cousins. In the re-drawn landscape, for the first time, operators are not discriminating between GSM and CDMA networks — earlier GSM operators maintained a higher tariff for accessing WLL and fixed line. Moreover, Hutch and Idea, with relatively small customer bases, have so far maintained a flat rate for accessing all operators. Pre-paid segment accounts for around a quarter of Reliance’s 8 million subscriber base, two-third of Airtel’s 8 million base, and three-fourth of Idea’s 4 million base. Since unified regime came into force, a debate has been raging whether wireless operators should be allowed to offer lower tariff to customers within their own network. Consumer activists have been maintaining that any move that benefits customers should not be checked by regulation — even if such discriminatory tariffs hurt the interests of cellular networks with relatively small customer base. Interestingly, even after the current bout of price cuts, pre-paid tariffs are significantly higher than MTNL’s Trump (see chart). The tariff-brawl is likely to get intensified with Reliance accelerating migration of its post-paid customers to pre-paid and embracing huge write-offs on defaulting customers. Pre-paid, despite its bias for low-end customers, is critical for most operators as it offers liquidity versus higher-risk of defaults in post-paid segment. The recent price-revision also sees the industry aligning their talk-time value to the Rs 150 platform for the Rs 324-pack. Looking ahead, it would be interesting to see if the recent cuts are more short-termed and tactical in nature. It may be noticed that pricing can be altered not just by tweaking price per minute but also by altering talk-time value — during intense competition, customers can expect as much as cent per cent talk-time value. Cellular Operators Association of India (COAI) director general TV Ramachandran sees the battle as far beyond pure marketing play. “In the current situation there is just no basis for the continuance of Access Deficit Charge (ADC). Cellular operators cannot recover ADC from their consumers in the present cost structure where carriage charge is Rs 1.10, termination charge is Rs 0.30 and ADC is Re 0.80 per minute,” said Mr Ramachandran. “Large integrated players have made the move, but it does not look sustainable. It is obvious from the fact that if BSNL can undercut cellular operators to such an extent, BSNL does not need ADC from us,” Mr Ramachandran maintained.

Court Summons Ambanis On Local Lawyer's Complaint Patna, July 08, 2004 A court here has issued summons to Mukesh and Anil Ambani, chairman and vice chairman respectively of the Reliance group, India's largest private company, on a suit by a local lawyer who has accused its telecom arm of fraud. Patna judicial magistrate O.P. Srivatav summoned the Ambanis on a complaint by Sobha Jha, who said she had received a bill of Rs.100,667 from Reliance Telecom for five mobile connections she had never applied for. She said Reliance had threatened to take action against her if she did not pay up. She said the company had refused to respond to her repeated pleas.

RIM users may have to face a number change soon if DoT approves TRAI's recommendation to use 10 digit numbering system (starting with '9') in a couple of weeks. Reliance is believed to be resisting the move to change the numbering for its six million strong cellular customers. Express News Service Kotecha stated that after he got the first bill in December 2003, he filed two police complaints and sent two complaint letters to Reliance. He says he did not get a reply to either. Next, he dashed off a legal notice. Kotecha said that all he got in return was two more bills in the mail. By May 2004, Kotecha had received six telephone bills for two Reliance numbers 34393267 and 34393318. The bill amounts varied from Rs 6,347 in December to Rs 33,182 in May for one phone and Rs 3,627 to Rs 6,412 for the other. On June 7, states Kotecha, he received a surprise visit by two ‘‘persons from Reliance’’ who allegedly threatened and intimidated him to pay the ‘outstanding sums’. His went straight to court. Kotecha writes in his complaint: ‘‘Those two persons, in a loud tone, threatened me and told me that their master is a big person and they can do anything to me and my family members.’’ His complaint further states that the incident has gravely affected him and his family besides defaming him in public. He has asked for Reliance Industries, its board of directors, chairman, managing director to be charged under Sections 420, 463, 467, 499 and 500 of IPC, including offences of cheating and defamation. A spokesperson for Reliance Infocomm Ltd, Jimmy Mogal, told Newsline: ‘‘Our legal team is examining the matter. There can be no comments, since the matter is subjudice.’’ The matter will now come up for hearing in three months. If not challenged in higher courts, the Ambani brothers would have to be present for Kotecha’s case at Girgaum in person. Et tu, Tata? Tata Indicom has also come under fire from its customers for faulty billing and bad service. Ankush Tambe from Goregaon (consumer No. 500105566) was sent bills twice for the month of May on the 4th and the 23rd. The invoice number was the same. Kirit Gore, fed up with the service provider, completed the formalities for surrendering the line on July 31. He was told that it would be disconnected within two days, but to no avail. When asked, Debashish Sur, Head (Customer Care), Tata Indicom, told Express Newsline: ‘‘All the complaints have been taken care of.’’
