  3. http://economictimes.indiatimes.com/Mobile...how/4245530.cms Mobile call rates set to come down by up to 20% NEW DELHI: STD and local calls tariffs for mobile users are set to come down by up to 20% from April 1 onwards. Telecom regulator TRAI on Monday directed that termination charges be slashed by upto 33% to Rs 20 paise per minute. Termination fee is the charges paid by one operator to another for enabling the calls to move between the networks. For instance, if a Bharti Airtel customer makes call to Vodafone subscriber, Airtel will pay 30 paise per minute to Vodafone as termination charges. Any reduction in termination charges will result in a direct reduction in mobile tariffs. Overseas calls to India will also become more expensive from Arpil 1. TRAI has allowed Indian telcos such as Bharti Airtel, Vodafone Essar, Reliance Communications, Idea Cellular and Aircel to charge foreign telcos more for terminating overseas calls in India. Indian telcos can charge foreign operators 33% more for all incoming calls that terminate in India. So far, Indian regulations did not allow telcos to charge more than 30 paise per minute for bringing calls into India, but TRAI has now increased it to 40 paise per minute. "Termination charge for incoming international calls would be 40 paise per minute against the existing charge of 30 paise per minute. The Authority expects that the service providers would pass on this benefit in the form of lower tariff for outgoing international calls," TRAI said in a statement. India gets 3 minutes of overseas calls for every minute of ISD traffic it sends out. Telcos say the high ratio of incoming calls from other countries should be utilised to earn foreign exchange. Leading telcos say that increasing termination rates for international telcos will not impact domestic consumers. They have also said that they would use these additional revenues to lower ISD tariffs for domestic consumers in India.

  5. Centre constitutes GoM to look into the auctions of 3G The Centre has finally constituted a panel of ministers led by external affairs minister Pranab Mukherjee to look into the auctions of third-generation (3G) spectrum, vital for offering high-end mobile services such as high-speed Internet and video conferencing. However, executives with telcos and industry watchers said that move was a mere eyewash and the Group of Ministers (GoM) cannot take any major decisions since the model code of conduct for the Lok Sabha elections are already in place. The Centre’s move to constitute the GoM comes more than a month after the Cabinet referred the proposal for 3G auctions to a panel of ministers. Differences between different ministries over the floor price for the auction of 3G airwaves, the number of players to be allowed to offer these high-end services in an area, coupled with the fact that there are several pending court cases over the country’s 3G policy resulted in the Cabinet referring this issue to the GoM. According to government sources, the other members in the GoM include railway minister Lalu Prasad Yadav, chemical and fertilisers minister Ram Vilas Paswan, communications and IT minister A Raja, agriculture, food & civil supplies and consumer affairs & public distribution minister Sharad Pawar, defence minister A K Antony, law minister HR Bhardwaj, minister of State for information and broadcasting Anand Sharma and deputy chairman of the planning commission Montek Singh Ahluwalia. This is the second time that the UPA government referring a telecom proposal to a GoM. About three years ago, the government had constituted a GoM to look into the ‘vacation of spectrum and raising resources for this purpose’, but so far this GoM headed by defence minister AK Antony has met only once. The 3G spectrum auctions were scheduled to he held on January 16 and it was then postponed to January 30. But the DoT failed to meet this deadline too as the Cabinet did clear the auction plan and set a base price, but referred the matter to a GoM. While the DoT in its 3G policy has said that the base price for pan-India 3G spectrum would be Rs 2,020 crore and that for broadband access technologies such as WiMax would be Rs 1,010 crore, the finance ministry had demanded that the this floor price be doubled. The issue got further complicated as the Planning Commission, the department of industrial policy and promotion and the IT ministry opposed doubling of the base price. In a bid to appease the finance ministry, the DoT then suggested three possible solutions — these included retaining the original base price or accepting the finance ministry proposal. The third plan mooted setting Rs 3,540 crore as the base price for 3G spectrum. Another alternative involved doubling the reserve price for Delhi, Mumbai and category A circles and increasing it by 1.5 times for Kolkata and category B circles while retaining the current base price for category C circles. Last month, a top source in the communications ministry had told ET that the panel of ministers would will finalise the policy and the road map for auctions of third generation spectrum (3G) before the code of conduct for the general elections kick in, but this was not to be the case. Executives with telcos also point out that all members in this panel of ministers would be busy with elections over the next couple of weeks and therefore it is unlikely that they could hold meetings to sort out the 3G auctions deadlock.

  14. Business Standard Mumbai February 13, 2009, 20:32 IST Reliance Communications Ltd, India's no 2 mobile telecoms firm, on Friday said it added a record 5 million new subscribers in January, boosted by the launch of services on the GSM platform. Reliance, which has most of its users using rival CDMA technology, launched nationwide GSM-based services in January. This is one of the largest subscriber additions by a single company, and is more than half of the 9.3 million subscribers added by the other GSM operators during the month. “RCom is indeed glad to see such a tremendous response by the Indian telecom consumers, which has been instrumental in redefining the dynamics of the sector and achieving a record new subscriber addition of 5 million. This significant achievement shows that almost one out of every two customers is choosing Reliance Mobile over other options,” RCom President (Personal Business) S P Shukla said. However, the company did not provide the split of customers added on GSM and CDMA networks. “On a per month basis, the net additions are quite large. This is definitely the largest net additions per month by any operator in the country. The additions came from the attractive GSM schemes launched by the company,” Suresh A Mahadevan, Head of India Research, UBS Investment Bank said. When asked whether the company would be able sustain this after the schemes end after a 90-day period, he said: “It depends on what the company intends to do after the scheme expires.” The other GSM operators, including Bharti Airtel, Vodafone-Essar and Idea Cellular among others have added around 9.3 million subscribers during the month. BPL Mobile’s subscriber base crossed 2 million during the month. RCom had launched its GSM services in January 2009 across 14 circles the country, under Reliance Mobile brand. The company had earlier launched GSM services in eight north eastern circles, operated under Reliance Telecom. The GSM launch was after the company was allocated GSM spectrum earlier last year, and was under ‘crossover’ or ‘dual technology’ mode. RCom now offers pan-India service both on CDMA and GSM.
