  7. DoT for review of termination charges; mobile tariffs may fall NEW DELHI: In what could bring down mobile tariffs further, the department of telecom (DoT) has asked the Telecom Regulatory Authority of India (TRAI) to review termination charges and make them cost-based. Termination charges are paid by the telecom operator, in whose network the call originates, to the operator on whose network it gets terminated. These charges, fixed in 2003, currently stand at about 30 paise/minute. DoT has asked for a review on priority basis, current call traffic and cost of network & services be taken into account to formulate revised charges. “Given the central aim of telecom policy to provide services at affordable rates, it is suggested that a review of the mobile termination charges, based on present and projected cost and traffic is undertaken by TRAI on a priority in a time bound manner,” the telecom department has said in its letter to TRAI. Industry players’ estimates show that cost-based termination charges would be as low as 10 paise/minute. A senior TRAI executive said that no such letter has been received by the regulator. In its letter, DoT also noted that high termination charges could stymie competition in the telecom arena, especially when new telecom players are entering the fray. “One of the major component of tariff is the termination charge, which is not under forbearance. The high termination charges have potential to stifle competition and may disturb the level playing field,” the DoT noted. Termination charges are a function of traffic and a high increase in traffic should translate into reduction in such charges, it added. “The reduction in termination charges will lead to reduction in pay outs of the operators thus making the tariffs more viable and sustainable in the competitive environment,” the telecom department said.

  20. My dear Saurav, in my view, you should purchase 3G enabled handset. As you know that 3G is going to be launched soon throughout India. Expand your budged a little and get a 3G handset instead. Although I'm not sure at what minimum budget you will get a 3G gsm handset.

  22. Where Do You Do Your Shopping From?

My dear friends, I too used to shop through Ebay if something really special is available at reasonable rates. Otherwise, the best way is like the above, as Dhiraj says, its best to visit markets like Palika Bazaar, Gaffar Market or Nehru Place and have the first hand experience of the product which you are going to buy. This way you can atleast see the product that you are going to buy.

  24. CDMA-based 3G services limited to existing players Business Line l 3 Jan l New Delhi DoT asks RCom, Tata Tele, Shyam to suggest allocation method. The Government has enough spectrum in the 800 Mhz band to accommodate only two CDMA players DoT has called the three CDMA operators for a meeting next week to discuss the way forward The Department of Telecom has indicated that only Reliance Communications, Tata Teleservices and Shyam Sistema may be allowed to seek spectrum for offering CDMA based third generation (3G) mobile services. Keeping out the possibility of any new player to bid for the spectrum, DoT has asked the three existing CDMA players to suggest a formula on how the available spectrum for 3G mobile services should be allocated between them. The move to limit the allocation to existing players may have been taken since the Government has enough spectrum in the 800 Mhz band to accommodate only two CDMA players. Besides, the quantum of spectrum available is not enough for a new player to start services. “The available spectrum in the 800 Mhz band will be best utilised if it is given to an operator which is already offering CDMA services in the country,” said a Government official. According to sources, only Reliance Communications and Tata Teleservices have so far shown interest in taking the 3G spectrum. In that case, DoT may not even conduct an auction and instead choose to give the spectrum to the two companies at a fraction of the cost paid by GSM operators during the auction for their spectrum. But DoT may go for a limited auction if Shyam Sistema also evinces interest for the remaining slots. DoT has called the three CDMA operators for a meeting next week to discuss the way forward. In the case of GSM-based 3G services, DoT has allowed new and foreign players to participate in the auction. However, uncertainty looms over the auction for GSM operators with some operators wanting to delay the process. While a majority of the telecom industry want the 3G auctions for GSM players to be held by January 30, hectic lobbying is on by some operators to push back the dates till after the general election. A decision on this will be taken by the Cabinet Committee on Economic Affairs, which is scheduled to meet on January 8. Government sources said that efforts are on to conduct the auction as per the announced dates. They also said that the code of conduct for the general election will not impact the 3G auction process. “Code of conduct kicks in before elections on any decisions that are aimed at garnering votes by giving grants or announcing some new projects. In the case of 3G, the policy is already announced and it is only the implementation which remains to be done. Auction can also be conducted as late as March,” said the official.
