Basic Operators Fail To Meet Trai's Quality Benchm

NEW DELHI: Fixed service providers failed to meet most of specified benchmark set by Trai for quality of service (QoS) for the quarter ending March 2004.

On provision of new telephone connections, the performance of almost all operators were found to be below the benchmark of providing connectivity within seven days after registration of demand. Bharti met this criterion for 64 per cent of the cases in Delhi and 60 per cent in Karnataka, TRAI said in a statement.

Tata's achievement in Tamil Nadu and Karnataka was 70 per cent and 19 per cent respectively during the quarter.

BSNL, MTNL, Tata (Maharashtra) and Reliance did not provide information in this parameter.

As regards the benchmark of fault incidences which envisages three faults per 100 subscribers per month, wireless based operators like Reliance and Tata have met the eligibility test while wire based providers like BSNL, MTNL and HFCL had failed to meet the benchmark.

Against the benchmark of more than 90 per cent faults to be repaired by next day, all the private service providers and BSNL (for the 17 out of 26 circles) have met the benchmark. MTNL has failed to meet the benchmark in both the metros -- Delhi and Mumbai.

In the billing credibility area, the benchmark is less than 0.1 per cent of bills disputed in a billing cycle and BSNL has met this benchmark in all the circles except MP, Andaman & Nicobar, North East and Orissa.

Among the private operators, the benchmark has been met only in a few circles -- HFCL (Punjab), Bharti (MP, Delhi and Haryana), Reliance (HP. UP-West and West Bengal). In other circles Bharti and Reliance have not met the benchmark of operation as also Tata (AP, Delhi, Gujarat and Maharashtra), SHyam (Rajasthan) and MTNL (delhi).
