No it means unlocked handset. You can use it for any provider. This is similar to the GSM handsets available all over wherein you just have to insert any SIM of your choice. In non SIM phones, maybe you could go to the service provider and get it activated. Not too sure, though.

MY ARLY POST I SAID NOKIA 8208 WILL NOT IN INDIA BUT SOME WEBSITE SAID

Dual-slide Nokia 8208 approved by FCC

When Nokia officially announced the CDMA 8208, it said the handset would not be destined for the US market, but for countries like China and India.

However, the FCC has just approved the 8208, as Nokia RM-384.

And while this doesn’t mean a North American release will follow, at least we know that, if Nokia changed its mind regarding the phone’s launch, a US CDMA carrier could start selling in the near future.

As you probably already know, Nokia 8208 has a dual-slide design that reminds us of the Nseries smartphones.

CDMA Nokia 8208 officially announced

Nokia 8208, a handset that we first saw in January, has just been officially announced by Nokia, coming as its last device unveiled during MWC 2009.

The 8208 is a dual-slider phone made for Nokia’s “CDMA markets outside the US” – like India, for example. We’re not sure why Nokia doesn’t want it to be released in the US too, but I guess the company knows better what it’s doing.

The handset is only a mid-end one, but overall it seems to be a good choice for those who are into non-S60 Nokias.

Here’s what the 8208 looks like:
