The notices, issued late Friday night, states these companies must also pay a penalty of Rs 50 crore in every circle where they were offering high-end data services on 3G networks through roaming pacts. This implies that Vodafone and Idea face the prospect of being slapped with penalties to the tune Rs 450 crore and Rs 550 crore, respectively, for this alleged violation. Tata TeleservicesBSE -2.88 % and Aircel had also forged a similar 3G roaming agreement, but called off the alliance after DoT began investigating these arrangements in late 2011. But the DoT slapped notices on these two companies too on Friday for violating licence norms by entering into such pacts, executives with mobile phone companies confirmed. Bharti, Vodafone and Idea had won 3G airwaves in 13, nine and 11 circles, respectively, in the 2010 auctions and their intra-circle roaming pacts ensured that customers could access high-speed data services on a pan-India basis. India is divided into 22 circles. All mobile phone companies are expected to challenge the DoT's notice in court next week. The companies have 60 days to respond, and the notice adds that the Centre may cancel their 3G permits if the government is not satisfied with the replies furnished by them. The telecom department had slapped a similar notice on Bharti AirtelBSE -3.08 % in September 2012. But in October, the Delhi High Court offered relief to Bharti Airtel and granted a stay on a government order seeking that the company stop offering 3G services via roaming agreements. In December 2011, the telecom department asked these telcos to immediately stop offering of 3G services through roaming pacts outside the licensed zones and the government termed such agreements as 'illegal'. Mobile operators had challenged the order before the telecom tribunal, TDSAT, which in July gave a split verdict. These telcos argued that DoT had told them that intra-circle roaming would be allowed before they participated in the 3G auctions of 2010. The DoT in its latest notice to Vodafone, Idea Cellular, Aircel and Tata Teleservices issued on Friday has said that the split opinion of the tribunal only confirms the validity of the department's letter to mobile phone companies in December 2011 directing that roaming pacts to be scrapped. Post the tribunal's split verdict, the Additional Solicitor General of India, in his opinion had said that fresh show-cause notices could be issued for imposition of penalty, including cancellation of licence. Further, revenue generated through unfair means can be recovered through separate showcause notices, the opinion added. Vodafone and Tata Teleservices executives confirmed their respective companies had received the show-cause notices. The Idea CellularBSE -1.47 % spokesperson could not be reached for a comment.

Are they really working as a cartel? If so why CCI is not taking any action on the same? From my Idea postpaid experience. Most of the time in roaming it will latch on to Aircel Network or some other operator (apart from Airtel and Vodafone. Lower probability of latching onto Airtel Network ). Also the call rates are higher when latch on to Airtel. Is Idea being treated unfairly by Airtel? Is Airtel leading this cartel

A single-member TDSAT bench of P K Rastogi asked both operators -- Bharti Airtel and Vodafone -- to file a short reply over NGO Telecom Watchdog's petition alleging that they "are doing this illegal activity in a cartelised manner". However, during the proceedings, counsel appearing for Vodafone questioned the maintainability of Telecom Watchdog's petition filed by its counsel Prashant Bhushan. The tribunal has asked the telecom operators to file their reply in three weeks and listed the matter on January 11, 2013 for hearing on its maintainability. Meanwhile, Telecom Disputes Settlement and Appellate Tribunal (TDSAT) dropped the name of TRAI from the matter after observing that NGO has claimed no relief from the sectoral regulator. The petitioner has submitted that it was "aggrieved by the inaction of the Respondent No 1 (TRAI) against the arbitrary decisions of the operators, who are all out to fix Termination Charges at 10 paisa per SMS by way of bilateral agreements with different operators that is detrimental to the interest of the consumers. "They are doing this illegal activity in a cartelised manner and are jointly exploiting TRAI's regulations that had put the IUC for SMS under 'forbearance'. The operators are converting 'forbearance' into a 'mandatory' provision under which all the operators henceforth must pay Termination charges of 10 paisa per SMS in a 'non-transparent' manner," the NGO had alleged. According to the NGO, some operators had come before TDSAT challenging termination charges, but they did not really "contest" the issue as it "suits their common objective" of hiking the tariffs to the consumers in a "uniform/cartelised manner". The NGO has requested the tribunal to "strike down any arrangement insisted upon by Respondents No 2 & 3 (Airtel and Vodafone) with any other UAS licensee in so far as it relates to the Termination Charges for SMS". It also requested to "issue directions to Respondents No 2 & 3 (Airtel and Vodafone)for continuing with bill-and-keep arrangement till TRAI fixes a reasonable cost based tariff for Termination Charge on SMS". Termination charges of Short Message Services (SMS) affects consumers directly and so far TRAI has fixed termination charges for voice calls only and not for messages. Termination charges are paid by an operator on whose network calls or SMSes originate to another operator on whose network these communications end. These charges have a direct bearing on SMS tariff. This is an amended petition. Earlier, the NGO had filed its petition seeking directions against TRAI. However, after amending it, the NGO added Bharti Airtel and Vodafone in it.

  6. As of today they do not retain the same. But as there was no taker for CDMA spectrum in the auction. Government/MTS can very well go to court and have the first right on the spectrum. based on the market determined price. curative petition of Sistema is still pending,DOT is also going to support the same. And their is a very chances that court might restore the CDMA spectrum

Vodafone had issued termination notice to Tata Teleservices Ltd (TTSL) asking it to pay Rs 188 crore as SMS termination fee by November 17, failing which it would disconnect the Tata group firm SMSes from its network. TTSL's petition was put today before a special vacation bench of Telecom Disputes Settlement and Appellate Tribunal (TDSAT). During the proceedings, both the parties agreed to put the matter on November 20 for next hearing. Meanwhile, Vodafone has also assured the tribunal that it would not stop interconnection of TTSL SMSes from its network till the next date of hearing."As agreed by both the parties, this matter may be put up on November 20, 2012 under the same heading," said TDSAT member P K Rastogi in his short order. Vodafone is demanding termination fee from TTSL at the rate of 10 paise per SMS from April 2011. Termination charges are paid by an operator from whose network calls or SMSes originate to the one on whose network these communications end. These charges impact tariffs.

Tata:- Strong case to retain CDMA spectrum and getting GSM spectrum in Delhi 3. Positive for all telcos:- GOI will not be able to slap them with one time fee for spectrum in circles where no bids were received like Delhi/Mumbai, same with CDMA spectrum

    MIlage:- Yes Tata will give more due to Fiat engine(1.3MJD). Difference will be around 1-2KM Per liter max. My figo Gives 20+ on highways if driven at proper speed and on city around 14-15 with 100% AC Ride Quality of Figo is way better than Vista. Ford cars are know for this

    Will suggest you to test drive both the cars and decide for yourself. Vista rear seats are best in class, Boot space is compromised Where as Figo rear seats are good, Better then Swift/Ritz but not as good as Vista, Boot space is very good. but lacks power window for rear doors and head rest for rear seats. I preferred Figo Over Vista because of the following reasons 1. Bad experience at Tata Showroom, Nasik. although experience at Pune was ok. 2. Center Console, 3. Plastic quality not upto the mark, They might have changed this. I am not sure 4. Uneven panel gaps 5. Tata after sale, a big question mark 6. Taxi image of car. 7. My previous company was a subsidiary of Tata Motors and I how what they mean by Customer satisfactions

    i said almost equal. Yes battery will cost more due to higher rating, But the differance is around 1.5K and not 4k+ as you mentioned also the insurance will cost more due to higher price tag But what about the service interval?? Most petrol cars still need servicing after every 5K Km or 6 months where as Diesel cars need servicing at 10-15K Km or 1 years

    Completely agree, Maintaince cost is almost comparable with petrol cars. I am driving Figo TDCI from last 1.5 years... Below are my servicing cost 1st Rs 1600 2nd Rs 1400 Both servicing includes Oil + Oil Filter change I am also having a Chevy Spark Petrol and normal servicing cost for the same is around Rs.2500-3500

    If it is for city runs, Do have a look at Figo, Micra, Pulse This 3 cars are having least/No turbo lag and good for city drives. On the other hand cars with Fiat MJD Engine significant amount of Turbo lag is present which is a pain in city driving Liva is a good car but cost cutting is visible and not a great build

    Airtel, Vodafone, Telenor & others file applications for 2G spectrum auction Telecom operators, including Bharti Airtel, Vodafone, Idea CellularBSE -0.19 % , Telenor and Tata TeleservicesBSE -1.20 % (TTSL) today submitted applications for participating in spectrum auction starting November 12. Sources at the Department of Telecommunications confirmed that Bharti AirtelBSE 0.34 % has submitted application to bid for airwaves frequencies at pan-India level. Sources at Bharti Airtel, Idea and Vodafone also confirmed that companies have filed applications but did not disclose details of the application like number of telecom circles in which they will bid for airwaves frequencies and the spectrum band in which they will bid. DoT is conducting auction of airwaves frequencies in 1800 Mhz, being used for GSM services at present, and 800 Mhz band, being used for CDMA services, after Supreme Court cancelled 122 telecom licences belonging to eight different companies in 2G scam. DoT sources confirmed that VideoconBSE -0.75 % and Telenor, whose Indian joint venture Uninor lost licence has also submitted application but no immediate comments could be obtained from the company. The cancelled licences included 22 permits of Uninor (joint venture between Unitech Wireless and Norwegian firm Telenor), Loop 21, Sistema-Shyam (SSTL) 21, Etisalat-DB 15, S Tel 6, Videocon 21, Idea 9 and three licences of TTSL. Official sources confirmed that TTSL submitted application to bid in three telecom circles where it lost its CDMA permits. Status of application from SSTL, which runs services under MTS brand, could not be ascertained. The apex court has asked government to complete spectrum by January 11, 2013 and warned that failure to meet the deadline would invite "contempt" action against erring officials with "exemplary" cost. Government will auction maximum of 11 blocks of spectrum in 1800 Mhz band, being used for GSM services, each having 1.25 Mhz of airwaves frequencies. New players and companies whose licences were cancelled by Supreme Court in 2G scam will have to bid for minimum of four spectrum blocks in a service area to start their services. Cabinet has fixed Rs 14,000 crore for 4 blocks of pan- India spectrum in the 1800 Mhz band. Existing players, or companies whose licences were unaffected by the apex court judgement will be allowed to bid maximum of 2 blocks in 1800 Mhz band. In case of 800 Mhz band, which is being used for CDMA services, there is shortage of spectrum and the government will auction 3 blocks 1.25 MHz each in 19 telecom circles. In Punjab and Andhra Pradesh circles, the government will auction only two blocks. There will be no auction for spectrum in 800 Mhz in Rajasthan circle. The auction for spectrum in this band will start two days after results of 1800 Mhz band are declared. Spectrum in 800 Mhz band has been priced 1.3 times to that of airwaves frequencies in 1800 Mhz band. Each pan-India block of 1800 Mhz band will cost minimum of Rs 3,500 crore and each block of 800 Mhz band will cost Rs 4,550 crore.
