Dot Rings Mobile Number Portability

Recommended Posts

Good news. But a lot will depend on whether dakshina has been paid in the right place(s).

Fingers and toes crossed. I will dump BSNL as soon as MNP has stabilised.

Looks like DoT is moving with the spirit to ensure that MNP is implemented by 31st October 2010 without fail.

Please find the order below which mentions the withdrawal of 2nd LRN allocated to TATA in TN circle for implementing MNP.

http://dot.gov.in/as/MNP/MNP_25.08.2010.pdf

Let us cheer together DoT in this pro-consumer marathon so that it completes it on due date.

Come On DoT Come On

The revised LRN were allocated for the purpose of MNP.

Accidentely they've been allocated double LRN for TTSL in Tamilnadu & Chennai separately although TTSL works under unified Tamilnadu licenese.

Now DoT cancels one set which signifies that the things are in progress for MNP and someone might have higlighted this issue to DoT while doing work on MNP.

Even TTML are testing MNP in maharashtra,

because when i check call detail Destnination number is prefixed with LRN

e.g.

3404922525XXXX where

3404 is LRN and 922xxxxxxx is destination number of tata indicom.

So we can expect MNP by 31st OCT.

some good news on MNP front ...

BSNL ready for mobile number portability

NEW DELHI: State-owned Bharat Sanchar Nigam Limited (BSNL) Friday said it is ready with the infrastructure to start mobile number portability (MNP) by the scheduled Oct 31 deadline.

MNP will allow users to retain their mobile telephone numbers even if they switch their operators.

"We are ready with the infrastructure and will meet this deadline," said Gopal Das, officiating chairman and managing director of BSNL.

But there are apprehensions that the MNP implementation will be deferred again. It has already been delayed four times. Initially, MNP was to be implemented by December 31, 2009 in all the metros along with the states of Maharashtra, Gujarat, Andhra Pradesh, Karnataka and Tamil Nadu.

The deadline was then changed to March 31, 2010 and then to June 30, 2010. The June 30 deadline was again deferred as operators were not ready with the infrastructure to provide the service.

The latest hurdle could be US-based Telcordia Technologies which, reports said, could move court to protect its MNP business ambition through joint venture MNP Interconnection.

The telecom department has served MNP Interconnection a show-cause notice, asking it why its licence should not be cancelled, after the Foreign Investment Promotion Board (FIPB) rejected its proposal citing security concerns.

Besides MNP Interconnection, the other licencee is Syniverse Technologies India, which has got approvals to implement MNP in India.

The country has been split into two number portability zones comprising 11 circles each and each zone is to be serviced by a separate MNP operator to avoid a monopoly scenario. Reports said the DoT is planning to tweak the MNP guidelines to allow a single company, Syniverse, to roll out its services nationally.

The telecom regulator has ruled out a further delay, saying MNP will be implemented nationwide from Oct 31.

Telecordia's issue should be resolved before the MNP deadline, else we can expect another delay in implementation

:) I cant help but being eager about the statistics of operators once MNP is launched. Who will gain the most?? - Also I dont think they would be giving away much benefits/offers to new subscribers jumping the wagon as it would lead to cut-throat competition and suicidal for all.

The newer operators might definitely try their tricks at cut throat competition tricks. Because their downside is limited and in a bid to attract high value customers from other operators

The main reason cited for the delay was inability of the Service providers to prepare an infrastructure required for such an implementation. But this time the Department of Telecom (DoT) has made it clear to all telecom operators that in case they fail to implement MNP as per the scheduled deadline, they will be barred from launching any new commercial services from Sept 1. Should it ring any alarm to the service providers???

Well down side of New operator is hit and they are now Bleeding after Taking loans of more then 9000 crores each new Operator is just paying Losses out of Capitals. it only 5 years for them then only 5 Operator will be there to Serve India, all new Operator is gonna Die or Merge if its Unitech, Videocon, Etisalate

Hetal bhai.. May be that is TRUE for small Indian operators like LOOP :rofl_200: , Ping, even Videocon.. But MTS, Uninor, Etisalat, Docomo and even S-Tel are International BIGGIES, who are among "World's Top 20 operators in total subscribers" and they enter India to remain in that chart.. Even some of them are getting help directly/indirectly from their resp Govt also..

Even there is a rumour that Uninor and Etisalat are in talks with old players for buying their shares in bulk.. Another rumour is that MukeshAmb@ni is going to buy Videoc0n for launching 4G (in voice) thru back-door (like he entered CDMA-mobile, instead of WLL)..

But it is hard to survive long with just 2G services, when 3G becomes cheaper (or 2G becomes out-of-fashion) in coming years.. But who knows, R@ja may once-again give 3G spectrum in black without auction (like in 2G), when defense FREEs the remaining 2100MHz RF waves..

So it is hard to guess the situation after few years, imho..

Mobile Number Portability – A Quick Read!

Back in the day’s people mostly used wire lines to communicate. It was noticed that customers never liked if they had to change there telephone numbers if they move from one place to other.

The wireless industry was just picking up then Number Portability came making it possible for subscribers to move from one place to other, one service provider to other and one service to other without changing their telephone/mobile numbers. Number portability (NP) was designed for wire-line industry keeping the wire-less industry in view.

There was need for additional technology to be in place for NP to operate. A number portability data base was created and all the subscriber numbers who have ported were stored in it.

Since multiple operators are involved it was decided to bring in place a neutral vendor to manage and maintain this data base. In case of India it is Telecordia. The whole country was divided and zone and each zone had a NP data base. As in case of India its Zone2.

All the service providers in the zone are required to have a connection to NP database so as to find out the call routing information for a subscriber. This was service is some thing similar to call-forwarding except that subscribers will not have to pay for the forwarding service. Subscriber in one zone can be easily ported from one service provider to other if NP database is updated.

In our case, that is India, Telecordia is the neutral vendor. Zone 2 consists of following circles.

• Kolkata

• Tamil Nadu including Chennai

• Andhra Pradesh

• Karnataka

• Kerala

• Madhya Pradesh

• West Bengal

• Assam

• Bihar

• North East

• Orissa

Usually porting the number from one service provider to other should not take much time but a maximum of 2 days is assumed to be ok. Charges for NP should be bare minimum. In few countries NP is free!

What this means to subscribers: – Freedom from changing their contact numbers if relocated, Freedom from service providers clutches, Easy access to various plans in other service providers.

What this means to service providers: – More competition. Network overhead for call routing and numerous initial complaints!

Did you guys already know that MNP is permitted only intra-circle?

In such a scenario, I doubt a huge success of MNP.

well I was thinking that MNP would start out as intra-circle and at a later stage MNP would be national. But from the looks of it no one seems to be interested in an inter-circle MNP which would have made the life of people in transferable job easier.

The present scenario don't support the idea of one-person,one-number.

I would like to know if you have any info about how MNP is implemented in other countries. like... is MNP only within a state in US?

Friends, once i read in TOI that the MNP would be implemented in two phases. In first phase, it would be implemented within intra-circle and the second phase would cover the inter-circle. And a step forward, it was suggested to implement the number portability to land line numbers too.

My dear friend, for sure in the next phase it'll be extended for inter-circle. I too hope that's the plan as far as TRAI is concerned. Let us wait and watch how much time it'll take for transition from intra-circle to inter-circle.

MNP rollout may be delayed further

Mobile Number Portability (MNP), that will allow users to change operators while retaining the same number, is likely to get delayed further as the government is still struggling to iron out various issues related to the service.

The last set deadline for implementing MNP was October 31, 2010. However, one of the two clearing houses selected for managing number portability in the country is yet to get security clearance from the government.

DoT sources said there is a possibility that MNP may get delayed further as there are certain issues with MNP Interconnection.

MNP Interconnection, in which US-based Telcordia holds 74 per cent, was one of the two number portability operators selected by the government to offer services in the country. The other was Syniverse Technologies Inc.

The firm received Foreign Investment Promotion Board (FIPB) clearance in March 2009, but the home ministry revoked clearance earlier in August on security grounds.

Following which DoT has issued showcause notice to Telcordia asking the reason as to why its licence for MNP should not be cancelled. Telcordia has got time till third week of October to respond to DoT.

DoT now has the option of asking Syniverse to manage number portability across the country.

The date for roll-out of number portability in the country has already seen three extensions which has already resulted in a delay of almost a year.

The above news is absolutely atrocious.....

Hope and pray it's some wrong reporting from Business Standard.
